Two years ago, IPI Research Director Vanessa Fry, began working with the City of Boise to help evaluate their Vista Pre-K program. The program is now in its fourth year and is seeing success. Vanessa Fry, research director at BSU’s Idaho Policy Institute, said early childhood education to low-income students can improve achievement and help lift students out of poverty later in life.
