The Office of Sponsored Programs (OSP) will be selecting 15-20 departments with high research expenditures to assist with a new space survey that further refines our square footage inventory data for F&A rate proposal purposes.
Boise State University is beginning to collect and refine data for its upcoming Facilities and Administrative rate proposal for FY25 as required by the U.S. Department of Health and Human Services (DHHS). The F&A rate proposal demonstrates Boise State’s investment in research infrastructure in order to negotiate a rate of recovery for the costs related to sponsored projects. The recovery of these costs is crucial to the continued advancement of sponsored project activity at Boise State.
In gathering information relevant to our FY25 F&A rate, we will be utilizing a space survey tool to refine existing space inventory data for F&A purposes. With this tool, we can cross-reference existing survey occupant data with payroll information in order to allow departments to update space utilization codes (Organized Research, Instruction, Other Sponsored Activities, etc.) based on pay sources. It is important that our space utilization is closely in sync with occupant pay sources in order to support our F&A rates to federal negotiators.
The software is web-based and is licensed from an outside vendor. OSP will host hands-on training programs, anticipated during April-May, that will aid units in the use of this system and thoroughly describe the process for determining the space usage and its appropriate documentation.
In order to identify a main departmental contact (and verify additional contacts) for the survey, OSP will be contacting department coordinators who will potentially be asked to participate in gathering relevant data. Those participating in the space survey will be requested to attend training for the software, and will have a 4-6 week window to complete the survey.
