Summary:
The DOE SC program in Biological and Environmental Research (BER), through its Bioimaging Research effort, announces its interest in receiving innovative applications to advance fundamental research or use-inspired technologies of new bioimaging or sensing approaches. Fundamental research to enhance spatial and temporal resolution, measurement speed, long-term sample stability, selectivity, sensitivity, or chemical specificity of bioimaging technologies are desirable. Proposed research should demonstrate a comparative advantage over state-of-the-art techniques or identify biological characteristics that cannot currently be measured. Quantum-enabled technologies are allowed but not required in this FOA.
Applications can be submitted under one of two subtopics: 1) Novel research concepts proceeding through technical validation that are not required to evaluate new biological hypotheses; 2) Innovative experimental prototype research proceeding through hypothesis-driven biological experimentation; proposals submitted under this subtopic are encouraged to coordinate with biological collaborators if domain expertise is not in-house. All applications are expected to describe how, if realized, they would advance biological knowledge of plant and microbial systems relevant to bioeconomy or environmental research in fields of study supported by BER.

Award:
Awards (approximately 6-8) are anticipated to be made for three (3) years.
- The floor for Subtopic 1 and 2 is $200,000 per year.
- The ceiling for Subtopic 1 is $750,000 per year. The ceiling for Subtopic 2 is $750,000 in Year 1 and $750,000 per year plus an optional $50,000 per year in years two and three.
Limited Submission Requirements and Timeline:
Two (2) pre-applications (& full applications) per institution are permitted.
Only pre-applications (& full applications) approved by the Division of Research and Economic Development may be submitted to this program. For such approval, Principal Investigators (PIs) must first submit a pre-application to preaward@boisestate.edu by 4p on January 03, 2024. If selected to submit a full application, PIs must ensure that proposals meet all requirements stated in the FOA, in this announcement, and in the implementing laws and regulations related to this grant program.
**Because of the extremely short notice between this FOA and the pre-application due date, compounded by the University’s closure during Winter Break, OSP is requiring a full pre-application instead of a White Paper or Email of Interest.**
This pre-application must follow the guidelines set forth in the FOA and outlined on this webpage.
The pre-application may not exceed two pages, when printed using standard letter-size (8.5-inch x 11-inch) paper with 1-inch margins (top, bottom, left, and right). The body text font must not be smaller than 11 point. Figures and references, if included, must fit within the two-page limit.
The pre-application must include, at the top of the first page, the following information:
- Title of Pre-application
- Principal Investigator Name, Job Title
- [Lead] Institution
- PI Phone Number, PI Email Address
- FOA Number: DE-FOA-0003231
- Include a list of all known senior/key personnel at the applicant institution and all team member institutions.
- List of Collaborating Institutions Including Sub-Recipients
- PI Names and Job Titles at the Collaborating Institutions Including Sub-Recipients
- Subtopic area as identified in Section I of the FOA
- The research area(s), specified in Section I, primarily addressed by the proposed work
The first page of the pre-application must specify at least one technical or scientific approach or hypothesis whose investigation motivates the proposed work, using no more than 100 words. A description of the novel or innovative aspect of the proposed work should be described. For any approach or hypothesis that is not itself innovative, the preapplication must describe at least one innovative insight could be achieved by use of the planned research.
This information must be followed by a clear and concise description of the objectives and technical approach of the proposed research. In addition, the pre-application must include a listing of senior/key personnel and a listing of individuals who should not serve as merit reviewers of a subsequent application. Detailed instructions for how to craft the required listings are provided in Section VIII of the FOA. Note that the listing of individuals who should not serve as merit reviewers is rarely empty because the instructions contain mandatory inclusions requirements. This listing will not count toward the pre-application’s page limit. The list of individuals must be included as an “Additional Attachment” to your pre-application in PAMS.
The pre-application must be machine-readable. Do not submit a scanned image of a printed document.
Key Submission Dates:
- by 4p on Jan 3, 2024 – Pre-application due to OSP.
- Jan 5, 2024 – Anticipated date that OSP will notify internal awardees.
- Jan 9, 2024 – Pre-application submitted to DOE by OSP.
- Jan 30, 2024 – Pre-application response from Sponsor.
- Feb 27, 2024 – All final documents / full application due to OSP.
- Mar 05, 2024 – Full application submitted to DOE by OSP.
Important Note on Requirements:
- PIs are limited to no more than one pre-application and one application.
- The PI on a pre-application or application may also be listed as a senior or key personnel, including in any role on a proposed subaward, on an unlimited number of separate submissions.
- There is no limitation to the number of applications on which an institution appears as a subrecipient
