I was the State Hydrologist and Hazardous Waste Coordinator for Idaho BLM 1978 – 2008. I also have been a consulting hydrologist/environmental engineer through my company Resource Systems, Inc. established in 1983. I have a degree in Civil Engineering from the University of Utah, and an MS from Utah State University in Environmental Engineering. My expertise has been in hazardous waste remediation, floodplain studies (FEMA), riparian and wetland, and general problem solving. I recently founded an organization that has become the Northwest Regional Floodplain Management Association (NORFMA) Idaho Technical Committee (Brandon Hobbs is the current president). I’ve been involved in many aspects of water-related issues as an engineer, scientist, expert witness, and cooperator. I am currently on the Board of Directors of the Harris Ranch Wildlife Mitigation Association and a member of the Barber Pool Action Committee. I designed and helped implement many of the habitat projects on the Boise River (e.g. Marianne Williams Park, Harris Ranch, Spring Meadow Riverfront Park (now part of Bethine Church River Trail, and lots of others). In 1983 I was the team leader of the Boise River Fish and Wildlife Habitat Study that became the basis for Boise River Plan and Ordinance. I continue to do a lot of volunteer activities. I am a soccer fanatic having served as State Referee Coordinator for 11 years, C-licensed coach (coached from 1980 – 2024), now just a fan.

Interest in Community Resilience

Main interests are in floodplain management and possibly helping Idaho to internally produce flood maps that could be a surrogate or perhaps a replacement for the current FEMA mapping process. I probably have done more FEMA flood mapping revisions than anyone in Idaho (so I’m told). I think there is an immediate need to help Idaho become more independent with flood management, particularly in light of the recent emphasis of downsizing the federal government. I think my broad experience in the federal and private sectors is unique and can help create something worthwhile and sustainable.
