The 2015 Master Plan focuses very closely on new facility and infrastructure projects. There is limited guidance for prioritizing capital renewals and/or demolition projects.
This time we need a plan that’s strategic and realistic, with more specificity is more attainable with:
- Shorter planning windows (5-10 years)
- Recommendations grounded in funding realities (e.g., Master Plan vs. 6-Year Capital Plan)
Longer term plans can be supported by goals and objective statements, along with “land-use” approach. Instead of a highly detailed implementation map, we shift towards more of a land use plan.
- Create zones for campus where confidence exists in near and long term uses, but pause on showing particular building footprints or types
- Specific details could be housed in internal planning documents like the Master Village concept
