Venue Shopping in Multiple Streams: Campus Free Speech Policy Adoption in Wisconsin looks at the adoption of free speech regulation on college campuses in Wisconsin, with a particular eye on venue shopping. Venue shopping is a phenomenon where individuals seek out policymaking bodies sympathetic to their causes, or at least susceptible to their manipulation, so that they can increase their chances of success. Fowler and Stelbotsky state that Wisconsin’s Campus Free Speech Act provides a unique case study to examine these issues.
