Employee Raises: A Walk-Through the CEC Process

The Idaho State Legislature is responsible for the distribution of public funds and determines whether State of Idaho employees will receive pay raises, known as Change in Employee Compensation (CEC).

The Idaho State Legislature has approved annual pay increases for state employees. The Boise State University CEC plan includes all benefit-eligible employees who meet the state’s additional eligibility requirements (see eligibility section below for more information).

Classified and professional staff will receive letters with their new compensation amount by early to mid June. Faculty will receive updated contracts by the end of June.

FY26 Merit-Based Increase

Eligibility requirements for CEC are listed below. Eligible employees will receive CEC based on the following state-developed matrix:

For faculty, unit supervisors will align their overall performance rating for each faculty member to the matrix above.

Effective Dates for CEC Increases

  • June 8, 2025, to be paid on the July 3rd pay date for classified and professional staff;
  • June 22, 2025, to be paid on the July 18th pay date for administrative faculty and deans; and
  • July 20, 2025, to be paid on the August 15th pay date for all other faculty.

Eligibility

All Boise State classified staff, professional staff, and faculty who were hired by state in a benefit-eligible position on or before March 29, 2025, will receive a merit-based increase if they meet the following additional criteria:

  • Have a current performance evaluation of “Achieves Performance Standards” or higher that was completed within the past twelve (12) months and was not used for the prior CEC (FY25).
  • Have successfully completed the annual 2025 Cybersecurity and Respectful Workplace training(s).
  • Upon completion of entrance probation (1,040 hours) for classified employees (with successful probation evaluation).
  • Upon completion of six (6) months employment for faculty and professional employees (with successful mid-cycle/special evaluation).

Common Compensation Definitions

Staff Pay Grades

Pay grades are an established range of compensation based on target markets and positions with work requiring similar knowledge, skill and ability. Pay grades also contain target ranges designed to distinguish between differing levels of experience, individual contribution, and employee type. Each classified and non-classified/professional position is assigned a pay grade.

  • Minimum Compensation Rate: The lowest compensation rate, used only for temporary or underfill employees.
  • Boise State University Minimum Hire Rate: The lowest compensation rate for a benefit-eligible employee.
  • Midpoint of Pay Grade Compensation Rate: The target market compensation rate for a position in a pay grade.
  • Maximum of Pay Grade Compensation Rate: The highest compensation rate for a position in a pay grade.

Every employee, whether they are paid a salary or by the hour, has an hourly rate. Employees can see their current hourly wage by logging into myBoiseState.edu > Bronco Hub > Me > Personal Info > My Compensation.

Please note that the State of Idaho’s compensation plan includes employment categories and job titles that may not perfectly align with those used at Boise State.
