Open Enrollment Period

Open Enrollment period is closed for 2024 and will not re-open until late spring of 2025. 

The FY25 Open Enrollment period is April 22 – May 10, 2024.

This is the only opportunity, until the next open enrollment cycle, to enroll in a flexible spending account or to make changes to a medical plan without a qualifying event. Employees that have a qualifying event will have 30 days from the event to enroll or cancel coverage.

  • In FY25, our healthcare plan is changing from Blue Cross of Idaho to Regence Blue Shield. Dental will remain with Blue Cross of Idaho.
  • New Regence medical cards and Blue Cross dental cards will be mailed in early June. Please check your mailing address in Bronco Hub.
  • An open enrollment email was sent sent to all benefit-eligible employees on April 22.
  • A Traditional plan increase email was sent to all Traditional plan participants on April 25.

Verify Providers

To verify if your current provider(s) are in-network or to check current medication coverage/co-pay, please contact Regence Blue Shield at 1-800-854-5585. Regence Blue Shield customer representatives normally request an employee identification number. Boise State employees are new to the network and will not have an employee identification number yet. Provide Group #10060598. New identification numbers will be sent to employees in June 2024.

Open Enrollment Forms

Open Enrollment is closed for 2024 and will re-open in late spring of 2025. In the meantime, if you experience a qualifying event, please contact benefits@boisestate.edu.

FY25 Plan Information Highlights from the Office of Group Insurance (OGI):

  • The OGI Open Enrollment website provides employees with a helpful guide with highlights of the FY25 new plan year.*
  • The OGI FY2025 Premiums website provides employees with an overview of premium changes. A helpful document to review is the FY25 Bi-Weekly Medical & Dental Premiums, found in the upper left hand corner of the website.*

Form Collection Stations

The form collection stations for 2024 has passed.

Things to know:

  • There are now separate medical (Regence) and dental (Blue Cross) paper applications. All applications must be thoroughly completed for each benefit. Forms not yet available.
  • No Choice Cards this year. Choice Cards will not be available in FY 2025.
  • Regence BlueShield does not allow shared accumulators. If related employees had previously set up two separate Blue Cross of Idaho accounts and then asked for the accumulators (deductibles, out of pocket maximums, etc.) to be connected on the back end, then they will need to evaluate if this is still the best option or if a family plan will better suit their needs. For more information, contact Regence at 1-800-854-5585 and use reference group number 10060598.

Tips to prevent returns or revisions to forms:

Open Enrollment is closed for 2024. Following the below instructions will assist employees to submit forms with ease and without errors. All hard copy forms due by Friday, May 10, 2024. All hard copies can be accepted at Human Resources up to 5 p.m. 

  • Check to ensure you are filling out forms for FY25 (or only use forms linked from this page). If you utilize the incorrect form you will be required to correct the form and resubmit.
  • Fill in your complete address with Address Number, Street, City, State and Zip Code.
  • Write “Boise State University” in the agency section.
  • The benefit effective date is 7/1/2024.
  • Make sure you are filling out forms for FY25 (or only use forms linked from this page)
  • Don’t forget to sign the form. We can accept electronic signatures. The digital signature should include your full name and date/time stamp to verify the actual date the employee signed the form.
  • Send paperwork via email to benefits@boisestate.edu.
  • If handwriting your forms, please write legibly and use black ink to ensure proper processing.

Submitting Forms

There are several ways to submit your Open Enrollment forms but choose one method only.

Method #1: In-person drop-off at the Human Resources office, located in Capitol Village (southeast corner of Capitol and University).

Method #2: Campus form collection sites (noted above).

Method #3: Mail to Human Resources Benefits Mail Stop 1265

If, due to unforeseen circumstances you are unavailable to use any of the methods described above, or if you are currently out of the area, email submissions will be accepted. However, DO NOT include your social security number on the forms if submitting via email. A member of the benefits team will reach out to collect that information via phone. Please include a good phone number so that you are easily reached. Emailed forms should be sent to benefits@boisestate.edu

  • All forms must be received by the HR Benefits Team by the last day of Open Enrollment. Please consider this date if you intend to mail forms. All forms for FY2025 must be received by Friday, May 10, 2024. Drop offs can be accepted until 5 p.m.
  • No late forms will be accepted.

Open Enrollment Event

The Open Enrollment event for 2024 has passed.

The Annual Benefits Fair, which is normally held in the spring, is scheduled for Fall 2024.
