A thesis defense can only be scheduled if each committee member agrees that a thesis is ready to defend. The supervisory committee chair cannot alone decide to schedule a defense. It must be a unanimous decision. Our expectation is that each committee member will have read at least one draft fully through, but the workload expectations will have been decided at the proposal discussion stage. However, a committee member can reasonably require multiple revisions if necessary. No faculty member shall feel compelled a supervisory committee chair to accept a thesis as ready to defend.
