During the early spring of 2023, pre-planning work (e.g. identifying relevant educational resources and initiating a Pre-Planning Advisory Council (PPAC) with representation from academic, administrative, and auxiliary units) commenced to develop a Responsibility Center Management (RCM) style budget system for all funds at Boise State.
Pre-Planning
In early April 2023, the executive sponsors of the project, Provost Buckwalter and COO/CFO Alicia Estey, issued a campus update informing all stakeholders.Â
The project coordinating/facilitation group (Budget Modernization subcommittee), with members from Academic Affairs, the Division of Research and Economic Development, Budget and Planning, and Finance and Operations have been meeting weekly since early spring 2023.
In May 2023, PPAC membership work on preparations and logistics for the fall 2023 budget modernization planning process were finalized.
Also in May 2023, PPAC commenced a bi-weekly meeting scheduled throughout the summer.
PPAC’s summer 2023 work included: identifying a consultant to help with the budget modernization process, engaging in education/training (as well as identifying relevant educational resources to be used in the fall), and recommending processes and structure for the main planning phase, including communication channels. A subset of committee members was asked to visit selected universities.
Select PPAC members contacted over 30 institutions to request information about their RCM budget approach, including multiple R2 institutions (e.g., University of Vermont), and also met virtually with multiple institutions..
