Fall 2024 Budget Modernization Update

Dear Colleagues,

We are writing today to provide several updates on the Budget Modernization Initiative, including both the work currently happening and what is planned for the remainder of the calendar year.

The Planning Advisory Council (PAC) remains dedicated to advancing the Budget Modernization Initiative in a structured and inclusive manner. Last summer the PAC worked through the recommendations and considerations from the working groups and began the process of identifying data needs for preferred model attributes.

There are four subcommittees collaborating with their respective working groups which were established in spring 2024 by the PAC: Tuition, Fees, and State Appropriations; Research and Creative Activity; Strategic Initiatives; and Academic Unit and Central Services. These subcommittees are tasked with addressing specific questions and developing recommendations on model attributes.

All PAC members are serving on a subcommittee, and the working groups include both PAC members and continuing members from the spring 2024 working groups. The four working groups are actively discussing questions outlined in their roadmaps. Initiative co-facilitators Zeynep Hansen and Chris Johnson are involved in multiple subcommittees and working groups. Subcommittees meet weekly, working groups meet every other week or as needed, and the PAC continues to meet regularly.

Boise State continues to partner with Kennedy & Company for the design phase of the initiative. While Kennedy & Company will provide support and expertise, the PAC will lead the next phase, including prototype model testing. In spring 2025, the PAC will hold additional meetings where they present and discuss the planned “shadow year” model with university stakeholders.

We remain on track to run the new University Budget Model in parallel with our current budgeting model in fiscal year 2026 (the shadow year) with full implementation expected in fiscal year 2027.
