Charles IV
Charles was a realist with modest goals, mainly dynastic. He was primarily the King of Bohemia, and he spent most of his efforts there.
Eager for good relations with the papacy, Charles agreed to stay out of Italy. In return, he was crowned emperor at Rome with papal blessing (though the pope himself was not in attendance).
During his reign, France gave up for a time its attempts to claim the imperial crown. Too occupied with war, undergoing the disasters of Crécy and Poitiers, the French king had no way to pursue such lofty goals.
