Ireland in 1300 still consisted of petty kingdoms over which the English claimed to rule but were unable to make it a reality. The English hold consisted mainly of the fortress of Dublin. If you look at the map, the area of English control is the pink area along the Irish Sea.

Irish Kingdoms

Munster, Leinster, Ulster, and Connaught. But to call them kingdoms is a bit grand. The Irish were mostly people accustomed to ruling themselves, by way of clan chiefs. Kings were mainly for leadership in war, for throwing good parties once in a while, and for ignoring most of the rest of the time. They were genuinely surprised and irritated when the King of the English tried to be more than that.
